16 Mar Strengthening the Construction Workforce Through Pre-Apprenticeship Pathways

Puerto Rico’s construction workforce continues to evolve through partnerships that create defined entry points for young people exploring industry careers.

The AGC Puerto Rico Workforce Development Foundation recently established a collaboration with several workforce and education partners to develop structured Pre-Apprenticeship pathways that connect students and young adults with careers in construction.

Organizations participating in this initiative include ASPIRA de Puerto Rico, Workforce Training & Assessment (WTA) Puerto Rico, and PathStone Corporation. Working in collaboration with the AGC Puerto Rico Workforce Development Foundation, these organizations are helping expand opportunities for students to explore careers in the skilled trades while still completing their high school education. Through coordinated training and workforce initiatives, the partnership introduces participants to construction careers and creates a structured pathway toward formal apprenticeship programs and long-term employment in the industry.

This effort builds on the broader Registered Apprenticeship Program (RAP) initiative that has been taking shape across Puerto Rico’s construction sector in recent years.

Connecting Education and Industry

Pre-Apprenticeship programs introduce students to construction careers through safety training, introductory technical instruction, and exposure to real industry practices. A key component of the model allows participants to earn training credits while completing their secondary education. These credits can later be applied toward Registered Apprenticeship Programs approved by the U.S. Department of Labor.

Participants who successfully complete the Pre-Apprenticeship program and meet eligibility requirements may transition into Registered Apprenticeship opportunities with advanced standing. This structure creates a direct pathway from classroom learning into paid, hands-on training within the industry.

Registered Apprenticeship programs combine classroom instruction with on-the-job learning. Participants gain practical experience while earning wages and developing the technical skills required in the field. Career opportunities supported through the program include trades such as carpentry, masonry, electrical work, plumbing, concrete finishing, construction labor, and other specialized areas recognized by the U.S. Department of Labor.

The development of these pathways has been guided by industry leaders working to align training opportunities with real workforce needs.

Umberto Donato, President of DDD Group, currently serves as President of the AGC-PR Workforce Development Foundation and has played a leading role in advancing the Registered Apprenticeship framework within Puerto Rico’s construction sector. Through this leadership, the foundation works closely with employers, workforce organizations, and training providers to ensure that programs reflect the skill demands of active construction projects across the island.

Workforce Development in Practice

For DDD, workforce development is both an industry priority and an internal commitment.

Members of the DDD team have participated in the Registered Apprenticeship Program as part of the program’s early cohorts. Their participation reflects the company’s support for developing skilled professionals while also strengthening the talent pipeline within the construction industry.
