Building Prosperity: DDD Group President Umberto Donato Joins Cumbre PROSPERA

DDD Group President Umberto Donato, member and former president of the AGC Puerto Rico Chapter, recently represented the organization at Cumbre PROSPERA: Del Diálogo a la Acción – Encaminando el Futuro en Puerto Rico. The summit, organized by Centro CRECE and the Luis Fortuño Foundation, brought together leaders from the public and private sectors to discuss actionable solutions that promote economic agility, innovation, and long-term development across the island.

The event marked the official launch of PROSPERA, a program designed to streamline bureaucratic processes and promote a more dynamic and efficient economic model for Puerto Rico. The initiative is supported by a grant from Atlas Network, a U.S.-based nonprofit that partners with more than 500 research centers and NGOs worldwide dedicated to advancing free market principles.

Centro CRECE, founded by former Puerto Rico Governor Luis Fortuño, is a pro-market think tank based in San Juan that cultivates free-market solutions to promote self-reliance, economic growth, and social well-being. Its vision is to build communities rooted in economic freedom, personal responsibility, and opportunity. This vision aligns closely with DDD Group’s belief in building a stronger and more sustainable Puerto Rico.

The launch of PROSPERA follows the findings of the study “Libertad para Prosperar en Puerto Rico,” which revealed that 63 percent of Puerto Ricans — primarily younger generations — have considered emigrating due to limited opportunities and bureaucratic inefficiencies. The initiative aims to reverse this trend by promoting entrepreneurship, innovation, and more efficient public administration.

Representing AGC Puerto Rico, Umberto Donato joined AGC-PR President Ing. José Torrens and former AGC-PR President José Ortiz in this multisector meeting of leaders. Together, they contributed proposals aimed at driving efficiency, agility, and certainty in administrative processes, key steps toward accelerating Puerto Rico’s infrastructure reconstruction and overall economic development.

Donato was invited to form part of the Innovation Working Group, one of three core teams that guided the summit’s discussions:

  • Bureaucracy, focused on improving regulatory efficiency and reducing administrative delays.
  • Taxes, centered on creating a fair and competitive tax structure to encourage investment.
  • Innovation, aimed at leveraging technology and modern practices to drive progress across industries.

 

“Cumbre PROSPERA represents an important space for collaboration between the private sector and government,” shared Donato. “As leaders in construction, we have the opportunity and responsibility to help shape solutions that strengthen Puerto Rico’s infrastructure and create lasting economic growth.”

The conclusions from each working group will form part of the Declaration of Prosperity, a guiding document that will support the implementation of the proposed solutions in the coming months.
