Located within the old Roosevelt Roads Naval Base, the Fajardo Marine unit sits on a parcel of land overlooking the bay. As an essential services Federal building, the building is occupied by US Customs and Border Protection’s Air and Marine Division. Physical security such as access control, CCTV, Intrusion Detection, perimeter fence design, bullet-resistant windows, and special construction for strong rooms were designed following the Federal Minimum-Security Requirements.
The project consisted of an approximately 4,600sf two-story administrative support building; boat maintenance/storage hangar of approximately 3,000sf, exterior vehicular parking spaces, outdoor lighting, as well as physical security equipment and infrastructure, including but not limited to, CCTV, Intrusion Detection System, Perimeter Security Fencing and Secure Motorized Entry.
A combination of daylight and artificial lighting and controls were provided for the interior of the project. The design and implementation of a brise-soleil along its south façade minimized heat gain while providing an architectural element adding visual interest to the building’s façade. Water savings were achieved with the use of Ultra Low Flow (ULF) fixtures and sensors/self-metering faucets, water pumps with Variable Frequency Drives (VFD), and a Stormwater Harvesting System to collect the rainwater for non-potable applications like water closets, urinals, and the outdoor hose bibs.
Other sustainable and resilient means implemented included the use of a Variable Refrigerant Flow (VRF) System VRF Air Conditioning System, permeable surfaces, native vegetation landscaping, building insulation, stormwater harvesting, potable water cistern, LED light fixtures, room occupancy sensors, energy star appliances, building orientation for maximum daylight and minimizing heat gain, rough-in for the future installation of PV Cell panels.
The facility was designed to comply with USCBP Minimum Security Requirements (MSR) incorporating, but not limited to Building Positioning, Perimeter Lighting, Perimeter Security Fencing, clear zone requirements, Intrusion Detections System (IDS), Strong Room Design, and HSDN Room Two-phase design / Construction Management approach.
